UAE outlines remote learning responsibilities as universities begin phased return to campuses

The Ministry of Education has rolled out a detailed framework assigning 22 responsibilities to schools, teachers, students and parents, as part of efforts to strengthen distance learning across the country.

The move comes as higher education institutions begin a gradual return to in-person classes for select programmes, marking a transition toward hybrid learning after weeks of remote education.

Meanwhile, several universities resumed on-campus learning on Monday, March 30, following guidance issued by the Ministry of Higher Education and Scientific Research in coordination with the Education, Human Development and Community Development Council.

Phased return for universities

Under Circular No. (2) of 2026, universities are allowed to bring students back to campus for programmes that require:

  • Clinical training
  • Laboratory work
  • Practical or field-based learning

Institutions are also permitted to conduct examinations on campus.

However, the return is subject to strict conditions. Universities must ensure approved evacuation plans are in place, enforce health and safety protocols, and limit all educational activities to indoor settings. Clear communication of these measures to students and staff is mandatory.

Courses that do not require physical attendance will continue online until at least April 3, unless further updates are issued.

Clear roles for distance learning

At the school level, the Ministry of Education’s framework aims to ensure remote learning remains structured and effective.

Responsibilities are divided among stakeholders:

  • Schools must manage communication, monitor engagement and support teachers
  • Teachers are required to deliver interactive lessons and track progress
  • Students must attend classes, complete tasks and follow online etiquette
  • Parents are expected to support learning at home and stay connected with schools

Focus on quality and wellbeing

Authorities have emphasised that both remote and in-person learning must maintain high academic standards. Schools are required to monitor student wellbeing, especially those showing signs of low engagement, while continuing to support students of determination through tailored resources.

Universities, meanwhile, are tasked with closely monitoring developments, coordinating with authorities, and ensuring the quality of academic outcomes during the transition period.

The combined approach reflects the UAE’s strategy to balance safety with continuity of education, maintaining remote learning while gradually restoring essential in-person activities.

Officials say the measures are designed to safeguard student progress, maintain learning quality, and ensure a smooth transition back to normal academic operations.

The Central Board of Secondary Education (CBSE) has postponed the launch of its online portal for verification, photocopy requests and re-evaluation of answer sheets related to the 2026 board examinations.

The board announced that the Post-Result Activities portal will now go live on June 1 instead of the previously expected schedule.

According to CBSE, the delay is intended to ensure a smoother and more transparent experience for students applying for post-result services following the declaration of board exam results.

In an official statement, the education board said the additional preparation time would help strengthen evaluation protocols and minimise technical issues during the application process.

CBSE added that the revised timeline is aimed at maintaining accuracy and ensuring the system operates efficiently for lakhs of students expected to access the portal for answer book verification and re-evaluation requests.

Students seeking assistance or clarification regarding the process can contact the CBSE Tele-Counselling Helpline or submit queries through the board’s official support email.

The post-result services allow students to apply for answer sheet verification, obtain photocopies of evaluated answer books and request re-evaluation of specific responses after board results are announced.

  1. The Central Board of Secondary Education (CBSE) has once again extended the deadline for Class 12 students to apply for scanned copies of their evaluated answer sheets following ongoing technical issues affecting the online portal.

The board confirmed that the application deadline, originally scheduled to close on May 24, has been extended to midnight on May 25, 2026.

The move comes after several students reported difficulties completing applications after the introduction of a new on-screen marking and post-result processing system. Many candidates said payments were deducted even though their requests were not successfully submitted.

According to CBSE, the extension is intended to give students additional time while technical issues continue to be addressed.

The board also announced that the schedule for re-evaluation requests will be released separately and added that the portal will remain open for at least two days after the final scanned answer sheets become available.

The board said students affected by payment errors will receive refunds directly through their original payment methods. Candidates who paid less than the required amount will be contacted separately regarding balance payments.

CBSE also clarified that scanned copies of evaluated answer sheets will still be issued without students needing to submit fresh applications.

The ministry has also sought a detailed report into the technical failures, including server downtime and operational shortcomings, as scrutiny over the examination process continues.

The Knowledge and Human Development Authority (KHDA) has confirmed that private school fees across Dubai will remain unchanged for the 2026–27 academic year following a leadership directive aimed at supporting families and maintaining stability in the education sector.

The decision was issued under the guidance of Sheikh Hamdan bin Mohammed Al Maktoum, Crown Prince of Dubai and Chairman of The Executive Council of Dubai, and comes as part of wider measures designed to strengthen Dubai’s private education system while easing financial pressure on parents.

The announcement follows approval of Dubai’s second economic incentives package worth Dh1.5 billion, bringing the total value of recent support measures introduced across the emirate to Dh2.5 billion.

Financial support for schools and nurseries

As part of the latest package, private schools regulated by KHDA will receive several forms of operational support, including deferred licence renewal fees and delayed payment of fines.

Early childhood centres will also benefit from exemptions on licence renewal fees, fines and Dubai Municipality market fees.

Additional support from Knowledge Fund Establishment will include partial rent exemptions and extended rent-free periods for centres currently under development.

Authorities said the measures are intended to help education providers maintain operational stability while ensuring families continue to have access to affordable learning options.

Stability for families

Officials said the fee freeze and support measures aim to balance the needs of both families and education providers while reinforcing long-term confidence in Dubai’s education system.

Additional measures announced include temporary freezes on rent increases, deferred rental payments and suspension of certain contractual penalties for education institutions
