New passport photo rules for Indian expats in UAE take effect September 1

Indian expats in the UAE applying for passports will now have to follow stricter photo standards from September 1, the Indian Consulate in Dubai has confirmed.

The change comes after a directive from India’s Ministry of External Affairs (MEA), requiring all passport photos to comply with the International Civil Aviation Organisation (ICAO) standards, the global benchmark for biometric travel documents.

This means that most applicants will need to provide new photographs when submitting their applications. Photos must be colour, taken against a white background, with the applicant’s face covering 80–85% of the frame. Glasses are not permitted, while head coverings will only be accepted for religious reasons, provided that facial features remain visible.

The Consulate has also instructed its service provider, BLS International, to implement the change. While BLS currently charges Dh30 for photos, its centres do not provide photos for newborn babies, meaning parents will have to arrange compliant pictures elsewhere.

The new ICAO-compliant requirement will also be introduced at the Indian Embassy in Abu Dhabi.

As the UAE prepares for Eid Al Fitr, authorities have confirmed that prayers will be held exclusively in approved mosques across the country, with no arrangements for open-air prayer grounds this year.

Eid Al Fitr begins on Friday in UAE as crescent moon not sighted

The UAE has officially announced that Eid Al Fitr will begin on Friday, March 20, following the non-sighting of the Shawwal crescent moon on Wednesday evening.

The decision was made by the country’s Moon-sighting Committee, confirming that Ramadan will complete 30 days this year before the festive celebrations begin.

30 days of Ramadan

Private sector holidays

The Ministry of Human Resources and Emiratisation confirmed that private sector employees will begin their Eid holidays on Thursday, March 19, lasting until Sunday, March 22.
