Dubai Municipality has launched ‘Ehsan Stations’, a network of smart kiosks designed to feed stray animals in a more organised, humane and sustainable way. The project is being described as the first initiative of its kind in the region, combining artificial intelligence with animal welfare practices.
As part of the pilot phase, 12 stations will be installed across Dubai, including 10 public parks and two Dubai Holding facilities. The smart kiosks use AI technology to detect stray animals, dispense food automatically and collect data that helps authorities better manage feeding patterns and reduce random feeding in public spaces.
Dr Naseem Mohammed Rafee, Acting CEO of Dubai Municipality’s Environment, Health and Safety Agency, said the initiative reflects the emirate’s commitment to using advanced technology while promoting humane practices in managing stray animal populations.
He added that the project also aims to support public health, environmental sustainability and ecological balance.

Humane and scientific approach
The municipality already follows a scientific and humane approach to managing stray or free-roaming animals.
It operates a temporary shelter that receives animals collected from across the city and provides them with basic care. Authorities also implement the Trap–Neuter–Return (TNR) and, in some cases, Trap–Neuter–Vaccinate–Return (TNVR) programmes.
These initiatives involve trapping stray animals, neutering and vaccinating them, and then returning them to their original locations, provided they do not pose a risk to themselves or the community.
Some rescued animals are also made available for adoption through the Dubai Municipality website, supporting broader animal welfare efforts across the emirate.
